Secure Digital Academic Credentials
A national system for issuing academic certificates that cannot be forged, cannot be duplicated and can be verified by anyone, anywhere.
What the system does
Secure Credentials manages the entire life of a physical academic certificate: the arrival of blank security stock at the Ministry, the registration of graduates by their university, printing, quality control, packing, dispatch, and receipt at the institution.
Every movement is recorded against a serial number, so at any moment the Ministry can say exactly where a certificate is, who handled it and what state it is in. The same record is what allows an employer or a foreign institution to confirm that a certificate is genuine.
The golden rule
One serial number equals one certificate equals one graduate, forever. A reprint consumes a new serial number and permanently voids the old one. Voided serials are never returned to stock and never re-issued.

Eight controlled stages, each one recorded and auditable.
Stock intake
Blank security stock arrives from the supplier under a manifest. Serial ranges are registered box by box, and duplicates are rejected outright.
Graduate registration
Universities submit their ceremony batches with the graduate list, qualification details and portrait photographs. The Ministry approves each batch.
Personalisation
Serial numbers are allocated in order from available stock and bound to a graduate. The binding is transactional, so a serial can never be issued twice.
Digital sealing
Each certificate receives a visible digital seal that cryptographically binds the printed data to the document.
Quality control
Every certificate is inspected: print quality, data accuracy against the source record, and validation of the security feature. Failures are rejected and reprinted.
Packing
Certificates are packed into bags belonging to a single university. Sealing a bag locks its contents; unsealing requires a supervisor and is logged.
Dispatch
Bags are handed over by delivery or pickup, with a named driver or collector, a handover list and a signature.
University receiving
The institution confirms receipt, scanning bag by bag or serial by serial. Receiving works offline and syncs when connectivity returns.
Layered security
No single feature protects a certificate. Physical, digital and procedural controls each cover what the others cannot.
Physical security stock
Certificates are printed on controlled security paper with a pre-printed unique serial number, so the blank itself is an accountable item before anything is printed on it.
Visible digital seal
The seal encodes the graduate and qualification data and is signed cryptographically. Altering a single character on the certificate breaks the signature.
Chain of custody
Allocation, sealing, packing, dispatch and receipt are each recorded against the serial number with a user, a timestamp and a location.
Audit trail
Every mutation is written to an immutable audit log. Auditors have read access across the whole system and cannot alter a record.
Three ways to verify a certificate
Whoever is holding the document, and whatever they have to hand, there is a way to confirm it is genuine.
Offline scan
Scan the visible digital seal with a phone. The data and its signature are carried inside the seal itself, so the check works with no network connection.
Online record check
Look up the serial number against the national register to confirm the certificate was issued, to whom, by which institution and that it has not been voided.
Forensic examination
For disputes and legal proceedings, the Ministry can examine the physical security features of the document against the original stock record.
When something goes wrong
Damage, loss and data errors are inevitable at national scale. Each has a defined route back to a correct certificate, and none of them quietly recycles a serial number.

Damage
A damaged certificate is raised as an exception, reviewed, and replaced through the reprint queue. The damaged serial is voided.

Loss
A lost certificate is reported and its serial marked as lost, so it can never be presented as valid even if it later resurfaces.

Data error
A misspelled name or wrong classification is corrected at source, then reprinted on a new serial. Printable fields lock once a serial is bound.

Return to Ministry
An institution can return a certificate to the Ministry. Only the Ministry can confirm the physical arrival, and that confirmation is what destroys the serial.
Who uses it
The Ministry, the institutions and the people who need to trust a certificate.
The Ministry
Holds the stock, runs personalisation and quality control, approves reprints and voids, and owns the national register of issued certificates.
Universities
Register their graduates, receive sealed bags, confirm receipt, and raise exceptions for damage, loss or data errors on their own records only.
Employers and verifiers
Confirm in seconds that a certificate presented to them was genuinely issued, to the person named on it, and is still valid.
